This project transforms a former city-owned parking lot into a vibrant mixed-use development that advances both affordable housing and community revitalization in downtown Portland.
Phoenix Flats provides 45 affordable apartments for older adults (62+) and individuals with disabilities, while also embracing a Housing First model that offers permanent housing opportunities for people experiencing chronic homelessness. This blended approach creates an inclusive residential community that supports stability, independence, and long-term well-being.
Designed with resident comfort and convenience in mind, the building features a welcoming lobby and entrance along Franklin Street, first-floor parking beneath the residential units, a community room for social engagement, and on-site laundry facilities. Ground-floor commercial space further contributes to the vitality of the neighborhood and strengthens the connection between the building and the surrounding downtown district.
Sustainability was a key project driver, with the building designed to achieve Passive House certification, significantly reducing energy consumption while enhancing resident comfort and building performance. The building stands as a model for equitable, sustainable urban development—supporting Portland’s social, housing, and economic goals while creating a lasting community asset.
